I'd say that it's good if there's nothing else in your event queue to compose review papers, because it's personally educational. However, other people may not be much interested in the perception of a field by a novice. I just did it on mitochondrial origins. I wasn't invited, no one asked for it, many people already did it, my grant somewhat required it, and I definitely needed it to organize the facts and theories I read in the last three years.
